TONY KWOK is the Former Deputy Commissioner and
Head of Operations of the Independent Commission on Anti-Corruption, Hong Kong. He has more than 30 years experience in the anti-corruption field,
including more than 20 years of service at ICAC, which he joined shortly after its inception in 1975, and hence had participated
in transforming Hong Kong from a most corrupt place to one of the cleanest cities. Since his retirement in 2002, he has been
invited to 21 countries and 13 provinces in China to provide professional anti-corruption consultancy, lectures, and to conduct
anti-corruption seminars and workshops.
EMIL BOLONGAITA is Public Management Specialist at the Public Management, Financial Sector, and Trade Division, South Asia
Department of the Asian Development Bank. Prior to joining ADB in 2010, he was Technical Director at Management Systems
International, an international development consulting firm, and an Adjunct Professor at the Heinz College of Public Policy
and Management at Carnegie Mellon University, Australia. He was formerly a Visiting Professor at the Elliott School of International
Affairs at George Washington University, an Assistant Professor of Public Policy at the National University of Singapore,
and an Assistant Professor of Development Management at the Asian Institute of Management. He received his PhD in Government
and International Studies from the University of Notre Dame.
JUAN ANDRES BAUTISTA is the Chairman of the Presidential
Commission on Good Government. He is also the Dean of the Institute of Lwa
at Far Eastern University and the President of the Philippine Association of Law Schools. Prior to joining government, he
was CEO of the Kuok Group and Chairman of the Board of Directors of the Makati Shangri-la Plaza Hotel. Mr. Bautista earned
a Bachelor of Science from Ateneo
de Manila University, a Bachelor
of Laws (Class Valedictorian) from Ateneo Law School, and a Master of Laws from Harvard Law School.
